MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 1998 <br />Fahey updated those present on where the City is in the redevelopment <br />process. <br />The City Administrator suggested that the Development Agreement would <br />contain the appropriate guarantees so that the City can begin acquiring <br />property and know our obli~;ations will be covered. Wise has estimated a <br />60 to 90 process to finalize the Development Agreement. <br />Fahey stated that the City needs to know if the 9.8-acre site will work. <br />The Administrator reported that Wise's initiai reaction is that it will work, <br />however, his preference is that the Winter's property be included. The <br />Administrator pointed out that Cinemark will also need to sign off on the <br />proposal. <br />Morelan asked why First Bank Drive was proposed to be eliminated. The <br />City Administrator pointed out that this would add developable land into <br />the project. Fahey pointed out that the shopping center wants to align <br />Market Place Drive with County Road C-2, which would move Market <br />Place Drive further to the south. The Administrator pointed out that <br />Market Place Drive would be located just north of the DeLonais property. <br />First Bank Drive is located just to the south of the DeLonais property. <br />Morelan was concerned that traffic circulation would be a problem if First <br />Bank Drive is eliminated. The Administrator pointed out that under <br />Option C, First Bank would be eliminated. This eliminates the drive- <br />through usage that requires circulation around the site. However, traffic <br />circulation for any proposed development would have to be studied. <br />Fahey suggested that Michael Schroeder look at the area and prepare some <br />dia~rams and layouts showin~ development potential. Fahey su~gested <br />that if the City presents Cinemark with some diagrams, this may move the <br />process along faster. Once a layout is agreed to, Fahey suggested that the <br />City could talk to affected property owners and begin acquiring property. <br />The Administrator pointed out that Cinemark wants the City to define the <br />site, and then they will begin work on site drawin~s. Fahey felt the City <br />should give Cinemark a site drawing as well, and sug~ested that a draft of <br />a development agreement be submitted to Cinemark by Friday. <br />The Administrator suggested that he have Michael Schroeder look at <br />Option C to determine if the site can work from an urban desi~n <br />standpoint. The Administrator suggested that anything beyond that would <br />be an exercise in futility since the City does not know how Wise wants to <br />
