MiNUTES <br />CITY COUNCIL <br />FEBRUARY 25, 1998 <br />design the site. The City can address traff'ic flow issues, but Wise will do <br />the site plan. <br />Morelan suggested that Schroeder ]ook at all three options. The <br />Administrator pointed out that Option C gets to the total acreage that <br />Cinemark wants. Other options work ifthe Winter's property were <br />included or if the theater development were moved to the north site. <br />Fahey pointed out that First Bank is underutilizing their lot. <br />Pedersen suggested that the City will either have to take out the Winter's <br />property or the First Bank property. <br />The Administrator suggested there were three options: Option C, Option <br />A with the Winter's propeny, or adding the bowling alley property to the <br />north site. <br />Fahey noted that the Winter's do not want to sell their property. Fahey <br />stated that while he did not support condemnation of residential property, <br />he would support it for commercial property. Fahey pointed out the <br />agreement the City has with Mr. DeLonais for his property. Fahey stated <br />that he preferred Option C. <br />Morelan felt that Michael Schroeder should give the City an indication of <br />what works best. <br />Scalze felt that Cinemark should use the 91 acres as parking area <br />alongside the theater. Scalze pointed out that many theaters have parkin~ <br />along the side and in the back of their buildin~;s. <br />Morelan pointed out that the use of the .91 acres for parking would open <br />up the issue of the Iona Lane buffer zone. <br />Scalze stated that it was not as troublesome to her to see the buffer zone <br />used for parkin~ versus condemning an unwilling seller's home. <br />LaValle pointed out that adding the .91 acres to the Winter's property <br />would make the site easier to develop. Fahey agreed, suggesting that the <br />City purchase the .91 acres and create an outlot which could be added to <br />the Winter's property property at some point to make a good commercial <br />piece. <br />Pedersen stated that he would like to know whether the Winter's parcel <br />would be large enough to get a good commercial development on it. <br />4 <br />
