MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 1998 <br />Scalze stated that she would like to see Options A and C looked at using <br />the .91 acres and taking the south part of Middle Street. Scalze felt the <br />bank would be a difficult parcel to acquire given that it will be expensive. <br />Fahey stated that it was his understanding that the Council felt Middle <br />Street could be eliminated. The result would be more property on the tax <br />rolls. <br />Scalze felt that a couple of options should be considered and that either <br />Options A or C were workable. <br />Fahey pointed out that Wise liked the south parcel since there would be <br />more exposure to Rice Street for the theater. The north site was not a <br />good location for the theater and the theater would block visibility to the <br />shopping center. <br />Morelan pointed out that acreage was not an issue on the north site. The <br />City did not feel comfortable with the theater backing up against the <br />shopping center or The Mayfield. Morelan felt that the theater belon~ed <br />on the south. Morelan also felt that the Winter's property would be a <br />developable commercial site. <br />Fahey agreed and asked how the rest of the Council felt. Fahey felt the <br />theater abuttin~ Rice Street provided for better traffic flow for the area. <br />Fahey felt the development would work without the Winter's property, <br />and suggested that Michael Schroeder provide an opinion on this. <br />Morelan suggested that Schroeder also provide an opinion on whether the <br />91 acres should be obtained by the City for future combination with the <br />Winter's property, or should the City force Cinemark to incorporate the <br />91 acres into their plan. Fahey agreed that it was no big deal to have <br />some parking for the theater around the side of the buildin~. <br />The Administrator reported that he would ask Schroeder as well as <br />Michael Bettendorf their opinions on these issues. <br />Pedersen stated that he did not want to see a problem created for the future <br />development of the Winter's property as a good commercial site. <br />Scalze stated that she would like to see a diagram with some acreages and <br />some development options, such as the .91 acres in and out of the <br />redevelopment, Middle SU•eet in and out of the redevelopment, etc. <br />Morelan felt the .91 acres will depend on whether Schroeder feels this <br />parcel should or should not be combined with the Winter's property. <br />6 <br />
