MINUTES
CITY COUNCIL
MARCH 4, 1998
Fahey felt that Plan A was better in terms of havin~ less impact on the
Winter's property. However, the apartments will have windows facing the
back of the theater.
Schroeder felt that lights from the parking lot into the apartment windows
would have a bigger impact and pointed out that the theater building
would block these lights.
The City Administrator reminded the Council that Kim Wise has indicated
that Plan A does not provide enough depth for their development
purposes.
Fahey sug~ested that perhaps the City will have to see ifthere is another
developerinterested in Plan A.
Morelan asked if Wise was aware of the City's concerns about future
development of the WintePs property. The Administrator replied that he
was not.
Pedersen indicated that Plan A seems to provide a better presentation for
the theater and also lessens the distance one would have to walk to the
theater from north of Little Canada Road.
LaValle suggested that Plan A eliminates the possibility of any additional
building pads on Rice Street south of Little Canada Road. The
Administrator indicated that he assumes there will be more development
when including the full site. There are approximately 10 acres on the site
south of Little Canada Road, and that is the amount of acreage Wise
indicated was needed for the theater.
Fahey suggested that the City pursue Plan A, have the boundary survey
done as requested by Wise, and also test the waters to see if there are any
other theater groups which might be interested. Fahey suggested that the
placement of the theater structure is critical to the City. Fahey also stated
that he would feel differently on the theater placement if the Winter's
property was available.
Pedersen indicated that if the Winter's property were included, the theater
could be moved further south on the site.
The Administrator pointed out that under Option A, construction could be
started on the theater without impacting the existing buildin~s fronting on
Rice Street. This would allow the relocation of these businesses so that
they could close tlteir doors for business in their present location and
immediately move into a new location.
