MINUTES <br />CITY COUNCIL <br />MARCH 4, 1998 <br />Schroeder indicated that he preferred Option A because of the impact on <br />the Winter's property. Under Option A, the Winter's property becomes an <br />attractive parcel for a building pad and preserves this option if the <br />Winter's do not want to sell now. Schroeder felt that pushing the theater <br />further south ne~atively impacted Iona Lane backyards. Schroeder also <br />felt that the theater location in Option A served as a buffer between lights <br />from the theater parkin~ lot and the apartment building to the east. <br />Mark Lendway, Tierney's Liquors, asked when the City was going to hear <br />the input of the business owners who will be displaced because of this <br />redevelopment project. <br />Fahey indicated that the City must first determine if there is a developer <br />interested in a redevelopment project. If there is a developer interested, <br />then the City must sit down with the property owners to discuss acquiring <br />their property and negotiate an appropriate price. <br />Lendway pointed out that Option A would allow existing businesses to <br />stay in business until they can be relocated. Lendway expressed <br />frustration that there seems to be a lack of concern for existing businesses. <br />Fahey again indicated that when the City has a developer interested, the <br />City will work with existin~ property owners and the developer with <br />regard to relocation and leases. If Option A allows existing businesses to <br />operate until they can relocate, then he supported Option A. Fahey stated, <br />however, that he was not sure Cinemark would accept Option A. Until the <br />City gets a sign development agreement, there is not much more the we <br />can do. Fahey stated that he would work as hard as he could to relocate <br />the existing businesses. However, this relocation may not be on a separate <br />pad for each business, but rather may be a lease arrangement. <br />Lendway stated that he has listened to redevelopment discussions for the <br />past six years, and has heard promises by the Council that the City would <br />not condemn. Lendway felt that as negotiations proceed with a developer, <br />the existin~ businesses need to be taken into account. Lendway indicated <br />that Tierney's Liquors has Rice Street frontage, and they want to continue <br />to have Rice Streetfrontage. <br />The City Administrator pointed out that the development agreement talks <br />about relocation within the redevelopment area. However, the bi~~est <br />obstacles to the redevelopment will be accommodating the existing <br />businesses. <br />
