MINUT~S
CITY COUNCIL
MARCH 25, 1998
Krumm reported that there are still several bid packages to be awarded and
there is approximately $100,000 in the bud~;et to cover these packages.
The original budget for the project was $250,000, and Krumm's project
estimate is at $234,550. Krumm was confident that the $100,000 left in
the budget would be adequate to cover the remainin~ costs.
The City Administrator reported that based on the electrical bids, the
architect has increased his estimate to $30,000 for this work. The
Administrator also reported that there is a$9,000 contingency built into
the budget. The Administrator felt that the project could come in lower
than the $234,000 estimate.
The Administrator also felt that a design/build for the electrical will bring
that cost down, and pointed out that under this type of scenario the City
will get the advantage of a cost savings that would typically go to a
~eneral contractor.
Morelan asked if there was a problem with the City purchasing the
electrical supplies.
I<rumm pointed out that the City will avoid the mark-up that a contractor
would charge. There are contractors who have indicated a willingness to
work on the project in this manner. Krumm again indicated that 25% of
project costs in electrical work was too much for a 2,000 square foot
addition.
The City Administrator pointed out that the various bid packa~es are
under $25,000; therefore, the City has been taking competitive quotes
rather than formal bids. In undertaking the project by breaking down the
bid packa~es, the City is tryin~ to ~et the best price it can.
The Council had some additional discussion on the combination of bid
packages #9 and #10 for rough and finish carpentry as recommended by
the architect. Krumm reported that upon further thought, he determined it
was better to have rough and finish carpentry as one bid package to avoid
any dispute between contractors over elements of the work. Fahey pointed
out that combining the two bid packa~es results in Jespersen Homes as the
low bidder. Fahey felt this was a reasonable approach.
Mr. Fahey introduced the following resolution and moved its adoption:
RESOI,UTION NO. 98-3-65 -AWARDING 13ID PACKAGES #1, #S,
#6, #ll, #T 5, #26, AND #27, AWARDING TFIE COMI37NED I37D
PACKAGES OF #9 AND #10 TO JESPE&S'EN HOME.S, AND
