Mirru~res <br />CITY COUNCIL <br />MAY 13, 1998 <br />EM~RG~NCY Don Smiley, Emergency Services Director, presented the Council with an <br />ACTION PLAN Emergency Action Plan for the City. Smiley recommended that once the <br />plan is adopted, a workshop be held with the Council to review the plan in <br />detail and go through some exercises. <br />Fahey noted that the purpose of the plan is to provide the City with a guide <br />for emergency operations should a disaster occur in the City. The plan <br />establishes procedures to f'ollow in setting up a communications center and <br />emergency response team. <br />The City Administrator noted tl~at Siniley had done an excellent job for <br />the City in putti~ig togetlter this plan. Resolution declared adopted. <br />PAVEMENT The City Administrator reviewed the »eed for a pavement management <br />MANAGEMENT plan in order to identify the City's infrastructure needs on an on-going <br />PROPOSAL basis. 7'he Administrator s~i~~ested tllat the information the plan can <br />provide would be a key bit of information in planning for the City's debt <br />levy reduction in tl~e years 2000 and 2003. The Administrator felt this <br />was an excellent planning tool wi~ich will ~ive the City firm numbers on <br />infrastructure needs on a per year basis. <br />The City Engineer reporCed thaY the first step in pre~aring a pavement <br />management plan is to conduct an inventory of the City's streets relative <br />to the condition they ar'e in and create a computer model with this <br />informaCion. The model can then be upolted either every year or every <br />otl~er year. The motlel will ii~dicate the type of maintenance or <br />recoi~struction which is needed on each street. A map is then prepared <br />whicl~ indicates Che condition of streets and identifies areas where work is <br />needed. This plan would be a working document that will have a lot of <br />value to staff. <br />
