MINUTES <br />CITY COUNCIL <br />MAY 27, 1998 <br />PAI2K I'OR purpose of this tow nament is to raise money for the family of a friend <br />PRIVATE who suffered a coronary and passed away while competing in a ball <br />TOURNAM~NT tournament. <br />Fahey pointed out that the incident took place in the City of Maplewood, <br />and the individual was a resident of the City of Maplewood. Fahey asked <br />if Sl<rypel< had approached Maplewood requesting use of one of their <br />parl<s. <br />Skrypek reported that they have approached several cities and most of the <br />facilities are booked for the year. Maplewood does have one park that is <br />available one weekend in August. However, this is the same weekend as <br />the State tournament. This conflicC would reduce the draw for the <br />tournament. <br />Scalze pointed out that the City of Maplewood has a residency <br />requiren~ient which must be met iu order to use their facilities. Scalze <br />suggested that since tlie tra~edy occurred in Maplewood, the person was a <br />Maplewood resident, the tourname~lt should be held in Maplewood. <br />Scalze pointed out that as part of the City Survey, the issue of the use of <br />plrk facilities for private tournlments was raised. 78% of the residents <br />indiclted thlt had i~o problein with the leasing of parlc facilities for private <br />tournaments. L-Towever, when lsked how they felt about this issue if <br />alcohol is involved, the number dropped to 46% being in favor. Scalze <br />repoited d~at this was one of the last pieces of information the Council was <br />looking at back in 1994/95 when it was considering a draft policy for the <br />use of park facilities for private tournaments. <br />Fahey pointed out thlt the City did put some work into a draft policy, <br />however, it was never adopted. Faliey felt there was merit to granting the <br />request t~om a huminitlrian standpoint. I-Iowever, the City would have to <br />require the necessary insw~ance coverages to ensure that liability issues are <br />addressed 1s well as dlmage deposit. Fahey also suggested that City staff <br />coufirm wiYh the City of Maplewood tl~at there are no available dates for <br />tlieir f'acilities other tliin tl~e one weekend in August mentioned by <br />Skrypelc If there are not, it would not be unreasonable for Skrypek to <br />make this request of the City. .Fahey agreed that an appropriate damage <br />deposit as well as liquor liability and general liability insurance would <br />have to be required. <br />Morelan felt the City should finalize the tournament policy, but was not <br />sure that could be done this evening. Morelan felt the circumstances <br />warranted approval of this request, and sug~ested that staff could work out <br />the details. <br />
