MINUT~S <br />CITY COUNCIL <br />MAY 27, 1998 <br />Pedersen suggested that the Council could apply the provisions of the draft <br />policy to this request. <br />LaValle indicated that when Pioneer Park is built that the City told the <br />neighbors that the plrk would not be used for outside tournaments. Fahey <br />disagreed, and indicated tl~at his recollection is that the City envisioned the <br />use of this park for tow~naments. Fahey pointed out that this is why fences <br />were constructed 300 feet deep. Fahey did not believe this particular <br />request would open Pioneer Park to wide-scale tournament usage. Fahey <br />thou~ht that the idel would be Co limit the park to tourna~nent usa~e four <br />to five times per year. <br />Scalze lgain pointed out the response in the Community Survey re~arding <br />tournament usage if alcohol were involved. <br />Pedersen asked if a tournament could be heid without selling alcohol. <br />Skrypek replied fhat it could, but they would not make as much money. <br />Skrypel< noted that while he is not a resident of Little Canada, the <br />sponsorship for l~is team lias been via a Little Canada business. <br />Scalze ~~1in mentioned the residency requiremen2 that Maplewood has. <br />Fal~ey indicated that the Commtmity Survey results are essentially a 50/50 <br />split in support of tournaments wl~ere a(collol is being served. <br />Scalze pointed out tliat the City of Maplewood charges between $300 and <br />$450 for rental of field facilities for a tournament. Fahey agreed there <br />should be a fee for use of the park. Fahey suggested that the Recreation <br />Director determine wh2t would be appropriate based on what other cities <br />are chlrging. Morelan suggested that perhaps the City Council should <br />establish the fee. <br />Sl<rypel< reported thlt the City of Mlplewood quoted him $350 for use of <br />their facilities. This may have been low given that the incident occurred in <br />Mlplewood. The City of Roseville quoted a fee of $800. <br />Fahey suggested that a$400 fee would be reasonable and would be in the <br />middle ringe of what Maplewood charges. Scalze pointed out that <br />Maplewood's fee is based on a residency requirement. <br />LaV111e sug~ested that a su~vey be done to determine what other cities <br />charge. <br />12 <br />
