MiNUTES <br />CITY COUNCIL <br />OCTOBER 28,1998 <br />that he thought Mr. Ducharme would be willing to grant the easement he <br />needs. <br />LaVaile suggested that Mr. Kimmes he that easement in writing prior to <br />action on the preliminary plat. <br />Morelan pointed out that the City Engineer questioned whether the size of <br />the ponding area would be adequate to handle a 100-year storm. There <br />were also some issues raised with driveways and house heights. Morelan <br />indicated that he was not comfortable actin~ on the preliminary plat until <br />theseissues are resolved. <br />Fahey pointed out that the City Planner is suggesting that the driveway <br />access for Lot 1 be via Gilanderi Lane. Kimmes replied that because of <br />the lot ~;rades, this would not work. Kimmes also pointed out that the City <br />Engineer has indicated that driveway access for Lot 1 via County Road <br />B-2 was acceptable. <br />With re~ard to house hei~hts, Kimmes pointed out that raising the house <br />pads will result in the loss of more trees. The goal was to save as many <br />trees as possible. Widening the street and raising house pads will make <br />the project a more di~cult one. Kimmes su~gested that it was standard <br />practice to desi~n/build projects of this nature. In order to save as many <br />trees as possible, houses that fit the ~rade of the property will be <br />constructed. Kimmes indicated that it is not unusual to have negative <br />grades on driveways. There is enough elevation that plenty of slope can <br />be provided off driveways to address water concerns. <br />Fahey suggested that these issues need to be addressed with the City <br />Engineer. Draina~e has been a concern in this area, and the Council wants <br />to be confident that the Engineer supports the drainage plan for this <br />property. <br />Scalze pointed out that the City Engineer indicated that all five houses will <br />be walkouts, which will require significant grading of the property. The <br />Engineer also noted that most of the trees will be removed from the road <br />through the building pads. <br />Kimmes replied that that is definitely the case for Lots 3 and 4. However, <br />on Lots 1 and 2 most of the trees will be saved right up to the street. Lot 5 <br />is very wide and a barrier of trees will be maintained between the freeway <br />and the development. <br />Fahey suggested that the issue of the 24-foot wide road be addressed. <br />Morelan asked what the total right-of-way width would be. <br />
