MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1998 <br />With regard to Fiscal/Business Management, Scalze provided a ranking of <br />`B" commenting that the Administrator has done quite well considering <br />the tenure ofthe previous Public Works Director. Scalze commended the <br />Administrator on his good grasp of fiscal matters, his knowledge ofwhat <br />is going on in the City without micro-managing. Pedersen provided an <br />"E" ranking and commended the Administrator on continued good "over- <br />seeing" of financial and long-range planning. LaValle ranked this area at <br />"E" and attributed the 0% net levy increase to the Administrator's efforts. <br />Morelan provided an "E" ranking, commenting on the excellent job done <br />in preparing and managing the budget. For commendations Morelan <br />noted that the 1997 Budget ended with a substantial surplus with only a <br />small increase in the net levy. The I& I study and resultin~; sump pump <br />inspection program exemplifies the Administrator's pursuit of cost- <br />effective measures. The Administrator also introduced a pavement <br />management program, the History Center came in on-time and under <br />budget. <br />In the area of Program Development and Follow-Through, Pedersen <br />provided an "M" ranking. He commented that the Administrator follows <br />through, but questioned whether the City was on the cutting edge of <br />innovative trends. LaValle provided an "E" ranking, stating that the <br />Administrator makes excellent use of staff, and that follow-through is very <br />~ood. Morelan provided an "M" ranking commenting that the <br />Administrator has made excellent progress in this area. As for <br />commendations, Morelan indicated the following examples of developing <br />and following through on programs: Cable TV Franchise Agreement, <br />Round Lake property acquisitions, Emer~ency Action Plan Update, and <br />"Cities Week" celebration. Scalze provided an "M" ranking suggesting <br />the Administrator provide more assistance in keeping the Council focused. <br />She commended the Administrator on the excellent job of survey analysis. <br />Relationship with Mayor/Council was ranked at an "E" by LaValle. <br />Morelan also ranked this area at "E" commenting that the Administrator <br />has a very good relationship with the Mayor and Council which allows <br />him to anticipate questions before they are asked. Morelan stated that <br />although the Administrator's recommendations are clear and convincing, <br />the same is not always true of the City's consultants. Morelan suggested a <br />stronger effort to review the consultants' reports prior to presentation to <br />the Council. Scalze provided an "E" rankin~ commenting on the <br />inclusiveness between the Council and staff. Scalze commended the <br />Administrator on his Information Updates and his efficient and focused <br />written communication. Pedersen provided an "E" stating that the Council <br />is kept up-to-date and commenting on the trust level between the <br />Administrator and the Council. <br />
