MINUTES <br />CITY COUNCIL <br />JUNE 239 2025 <br />Miller commented that they asked for input, and they received some. He stated that it seemed like <br />residents were split 50/50 for and against. <br />Malone suggested that they cut the usage by 50 percent. Mayor Fischer commented that is not logical. <br />Miller commented that the comments were more against the megaphone and taking up the lake. He <br />stated that they would no longer use the megaphone and would communicate and also use Keller. <br />Mayor Fischer stated that he has observed the rowing club on a number of occasions. He stated that <br />people started arriving at 8 a.m., and they were off the lake before 10 a.m. He stated that most of the <br />rowers were making their way to the parking lot at City Hall. He commented that there were four or <br />five boats with 14 people, and it was a non-event on the lake. He stated that he has seen days where <br />the group is spread across the lake, and they have made it clear that they do not prefer to have the <br />group spread out across the lake and "owning it". He believed that the restrictions as recommended <br />would make this work, and if those rules are broken, the permit can be revoked. He suggested that the <br />permit be reviewed again before school begins and the times change. <br />Kwapick asked if staff are comfortable with the revised language for the conditions, or whether this <br />should be tabled to allow staff to amend the conditions as discussed. <br />Mayor Fischer commented that tabling this would stop this process where it is at and directing staff to <br />amend the proposed conditions. He stated that the public hearing has been closed, and he would not <br />reopen that for additional comments at a future meeting. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-6-9 7 — CONTINUE THIS REQ UEST TO THE JUL Y 9,2025, <br />CITY CO UNCIL MEE TING A S A S TA FF REPOR T <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />Miller asked and received confirmation that the club can continue to operate in the meantime. <br />Mayor Fischer briefly recessed the meeting. <br />Mayor Fischer reconvened the meeting at 9:58 p.m. <br />ORDINANCE 919 AMENDING CITY CODE SECTION 703, INTOXICATING LIQUOR, TO <br />ADD ADDITIONAL RESTAURANT LIQUOR LICENSE <br />The City Clerk stated that the City Code has specific licenses and numbers attached, noting that two <br />restaurant intoxicating liquor licenses are allowed, and six other intoxicating liquor licenses are <br />allowed. She noted that the city would have the ability to add two additional licenses and could have <br />unlimited restaurant liquor licenses. She stated that she has received a request for a third restaurant <br />with a liquor license and, therefore, is presenting this request to the Council. She noted that the <br />potential restaurant owner is present in the audience. <br />12 <br />
