MINUTES <br />CITY COUNCIL <br />JUNE 239 2025 <br />Alex Chang stated that he is a St. Paul resident and is requesting that the city allow them to obtain a <br />liquor license. He stated that they are in the process of taking over a restaurant and would like to make <br />some changes. He stated that they would add a bar and a private room for birthdays or other small <br />events. He stated that the restaurant would serve Hmong, Tai, and Vietnamese cuisine. <br />Mayor Fischer recognized that the city prefers to limit the number of licenses and review requests on a <br />case -by -case basis. He believed that this would be a good choice to add another restaurant to the mix. <br />Kwapick asked about the closing time of a restaurant's liquor license. The City Clerk replied that a <br />restaurant is limited to a closing of I a.m. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-6-98 — ADOPTING ORDINANCE 919, AMENDING CITY <br />CODE SECTION 703. 110, INTOXICA TING LIQ UOR, TO ALL 0 W THREE ON -SALE <br />RES TA UWA NT LICENSES, A ND APPR 0 VING P UBLICA TION OF A S UMMA R Y <br />ORDINANCE <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />ADDITIONAL COMPENSATION FOR ACTING CITY ADMINISTRATOR WORKING OUT <br />OF CLASS <br />The City Clerk stated that the previous City Administrator left in March, and the Assistant City <br />Administrator has been acting in that position and will continue until the new City Administrator joins <br />next week. She explained that additional compensation is provided for those situations an employee <br />works out of class and explained how that is typically done. She stated that the Assistant City <br />Administrator has done a great job, and this should have been done when she stepped into that role. <br />She noted that this change would be retroactive back to March Yd and recommended that the additional <br />compensation be done at Step I of Grade 15. <br />Miller agreed that she has done a fantastic job, recognizing that there were a lot of large tasks and staff <br />changes during that time. Malone expressed regret that they did not make this change earlier. <br />Kwapick acknowledged the amount of work that she handled during this time, including capital <br />requests. He stated that the Assistant City Administrator had a very positive impact on staff. <br />Mayor Fischer agreed with all the comments. He noted that there was a theory that she would just be <br />steering the ship, but there were issues that popped up that were not anticipated, and she did a great job <br />handling those duties and managing the team. He thanked her for ajob well done. He noted that he <br />had a conversation with her earlier, and she stated that she would be okay with a lump sum payment. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-6-99 —APPROVING THE ADDITIONAL COMPENSA TION A T <br />STEP I OF GRADE 15 FOR LA URA LINEHAN ASSISTANT CITY <br />13 <br />
