MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1998 <br />upgrade to concrete curb and gutter given that these streets will become <br />City streets. <br />The City Engineer pointed out that the County is plannin~ to recycle these <br />streets and this is the City's opportunity to upgrade to concrete curb and <br />gutter. The problem is that grades are not being changed significantly and, <br />as a result, it will not be possible to get concrete curb and gutter along all <br />sections of these roadways. However, it will be possible to get it on the <br />majority of the road which will bring these streets up to the urban <br />standards that the City has been putting in. The Engineer pointed out that <br />concrete curb and ~utter wi(1 protect the edge of the roadway, which will <br />provide a longer life for the road. The Engineer reported that it will be <br />possible to get concrete curb and gutter on the majority of McMenemy <br />Road and on about 50% of LaBore Road. <br />Morelan asked if it would be feasible to reconstruct those areas where <br />concrete curb and gutter could not be installed now ~iven the existing <br />grades. <br />The City Engineer reported that he did not believe that would be feasible <br />given the results of the County's borings. <br />Frank Kath repo~ted that after discussing the improvement, the property <br />owners on McMenemy Road are opposed to concrete curb and gutter. <br />They prefer the wider appearance the street would have without it. Kath <br />also pointed out that run-off From the road now flows into yards, which <br />saves property owners money that would otherwise have to be spent for <br />waterin~. <br />Fahey noted that the City's policy needs to be consistent. The City has <br />taken the position that concrete curb and gutter protects the road and <br />provides for a longer life. Fahey stated that he understands the property <br />owners' opposition to the curb and gutter, but pointed out that they will <br />not bear the full cost of the improvement. <br />Kath asked if any City streets had been rebuilt without concrete curb and <br />gutter. <br />The City Administrator replied that the roads in the Gilanderi area were <br />rebuilt without curb and gutter. However, these road were substandard <br />and given the need to work within the confines of the existing <br />neighborhood, it has not feasible to reconstruct the roads to City standards. <br />Morelan pointed out that the cost of road reconstruction is substantial not <br />only to property owners, but to the City and taxpayers as weli, Concrete <br />13 <br />
