MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1998 <br />RE.SOL UTION NO. 98-12-295 - DELETINC PAVING OF ARCADE <br />STREET FROM THE RYAN CONSTRUCTION CONTRACT AND <br />APPROVING FINAI, PAYMENT TO RYAN CONSTRUCTION <br />CONTINGENT UPON COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITYADMINI.STRATOR <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) Scalze, Fahey, Morelan, LaValle, Pedersen. <br />Nays (0). Resolution declared adopted. <br />REQUEST TO The Manager of Five Star Mobilehome Park located in Vadnais <br />PURCHASE Heights appeared before the Council requesting to purchase a portion <br />CITY of City property located along Twin Lake Blvd., adjacent to the <br />PROPERTY - mobilehome park, so that they could construct a storm shelter on this <br />FIVE STAR land. The City owns approximately 2.5 acres of propeRy along Twin <br />MOBILEHOME Lake Blvd. and the mobilehome park would like to purchase 8,000 to <br />PARK 10,000 square feet. The mobilehome park has land within their park on <br />which tt~ey could construct a storm shelter. However, it would be <br />necessary to construct the shelter on pilings, thus, making it more <br />expensive to construct. <br />Fahey stated that his concern would be for the value of the property and <br />the impact that the storm shelter would have on the remainder of the land. <br />The City is interested in the hi~;hest and best development for this site. <br />While the storm shelter would be beneficiai to the mobilehome park, it <br />might be a detriment to the development of the rest of the site. <br />Pedersen asked how the City came to own this property. Scalze replied <br />that the property came to the City via a tax forfeiture. There were some <br />title problems with the property which had to be cleared up. Once that <br />occurs, the City had anticipated selling the land for single-family homes. <br />The City Attorney reported that the City purchased the land in the early <br />1980's for approximately $30,000. There were title problems with the <br />property, and the City had to wait for ten years after the tax forfeiture to <br />get marketable title to the land. That ten years has now lapsed. The City <br />Attorney suggested that his office take another look at the title status to <br />determine where it is at. <br />Fahey pointed out that marketing this property will be a revenue source for <br />the City. <br />Pedersen asked if soil tests had been done on the property. The manager <br />of Five Star Mobilehome Park reported that they had not done soil tests. <br />15 <br />
