MINUTES <br />CITY COUNCIL <br />JANUARY 14, 1999 <br />MEETINC MINUTES UNTIL THE JANUARY 27, 1999 REGUI,AR <br />MEETING <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Morelan, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />DEVELOPER The Council reviewed the Code Enforcement Officer's recommendation <br />DEPOSIT - to reduce the deposit for Conditional Use Permit applications for Ryan <br />RYAN Industrial Park from $500 to $250 during the first six months of 1999. <br />INDUSTRIAL Mayor Fahey expressed concern that any other property owner in the City <br />PARK who was seeking a Conditional Use Permit would not have the benefit of <br />the reduced application fee. <br />The City Administrator explained that the rational is to encourage property <br />owners in Ryan Industrial Park to bring their properties into compliance <br />with City ordinances. These property owners will still be responsible for <br />the actual cost of processing the CUP application. However, costs will be <br />minimized given that the Code Enforcement Off'icer will be doing the <br />reviews and preparation of reports. The Administrator pointed out the <br />longstanding problems in Ryan Industrial Park and felt the system that is <br />being recommended will assist staff in obtaining cooperation from the <br />property owners in the Park. It is also anticipated City staff required to <br />achieve compliance will be reduced by this proposal. <br />Morelan pointed out that the property owners would be responsible for <br />actual costs incurred. However, cost may be reduced since City staff will <br />be trying to process these applications in-house. <br />Fahey fe(t that the recommendation offered special treatment to Ryan <br />Industrial Park property owners, and felt that any property owner in the <br />City should be afforded the same opportunity. Fahey sug~;ested that <br />perhaps the same opportunity shou(d be oft'ered for all Conditional Use <br />Permits processed during the course of 1999. <br />Morelan asked if the City's internal staff was capable of handling all CUP <br />applications in this manner. Morelan pointed out that the reality of the <br />situation is that the Code Enforcement Officer is probably more <br />knowledgeable about Ryan Industrial Park than is the City Planner. <br />LaValle asked what procedures the City follows for addressin~; Code <br />violations. The City Attorney replied that property owners receive plenty <br />of written notices before citations are issues. LaValle suggested that <br />
