MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />improvements on McMenemy Street results in properties sharing the cost <br />of improvements that they are not getting. <br />The City Administrator indicated that the City does have the ability to <br />assess for the County's cost in a project. The Administrator also indicated <br />that once a property is assessed for an improvement like curb and gutter, it <br />could not be assessed again for that same improvement. <br />Scalze pointed out that there are other road reconstruction projects that <br />will occur in 1999, and these properties will likely be assessed at a rate of <br />$45.00 ner front foot. Therefore, the fact that the Council is improving <br />LaBore Road and McMenemy Street at no cost to the property owners is a <br />very good deal. <br />Younkers questioned the amount of the assessment given the amount of <br />assessable footage and the total project costs. The City En~ineer reported <br />that the assessment rate is an estimate at this point and will chan~e given <br />that he arrticipates the amount of assessable footage will change. <br />Younkers stated that he did not want to see the LaBore Road widened in <br />his area. Before that would occur, he would like to see the costs <br />associated with widening. <br />Scalze a~reed. She also pointed out that the City's share of improvement <br />projects is paid by all taxpayers within the City. <br />Ann Kellogg, 951 Windrow Drive, reported that there is a drainage pipe <br />adjacent to her property that is clogged and ices up. Kellogg su~;~ested <br />that the City should look at some of the existing problems on the street <br />prior to making improvements to the road. Kellogg stated that if the <br />improvements on LaBore Road do not resolve the ice dam problems, than <br />she did not feel the property owners in this area should pay anything <br />toward the improvement. <br />The City Engineer reported that as part of the improvement, existing <br />facilities will be looked at and the County will be asked to replace <br />whatever is in disrepair. The Engineer indicated, however, that if the ice <br />dam is forming because of existing grades, his off`ice has not been directed <br />to deal with issues outside the paved surface. <br />Scalze pointed out that LaBore Road is a County turn-back, and ori~inally <br />the County planned to merely overlay the road. The City pushed for a <br />more exYensive project. However, Scalze was not sure the County planned <br />to address any drainage problems as part of this road project. <br />15 <br />
