MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />The Administrator indicated that the County will look at drainage impacts. <br />The question is how much can be done without getting into a total <br />reconstruction. The Administrator felt the County will do what is practical <br />and the City will push them to get as much done as possible. The original <br />proposal by the County was to patch and sealcoat the road. The City <br />pushed for the mill and overlay. <br />Kellogg felt it was onerous to ask property owners to pay for the curb and <br />gutter when there is an existing drainage problem that could incur <br />negligence on her part. <br />The Engineer indicated that as a result of the road improvement, the <br />drainage problem will not ~et worse, but will hopefully get better. <br />Sharon Lewandowski, representing Donald Mackin at 2367 McMenemy <br />Road, pointed out that no one wants curb and ~utter. Lewandowski asked <br />out the existing gas line and the Water Department property would be <br />treated as a result of this project. Lewandowski requested that an <br />Environmental Assessment Worksheet be done addressing the effect of <br />this project on the wetland. Lewandowski felt that the concrete curb and <br />gutter would change the drainage in the area, therefore, would have an <br />impact on the wetland. Lewandowski again pointed out that none of the <br />property owners on McMenemy Street want curb and gutter and asked <br />why curb and gutter had to be tied to the resurface project. <br />Scalze reported that the City's policy has been to install concrete curb and <br />gutter as a part of a road reconstruction project. Therefore, the precedent <br />has been set for doing so. Scalze asked if it would be possible to not <br />install curb and gutter along the portion of the road adjacent to the <br />wetland. <br />The City Engineer reported that with a recycle project, the vertical <br />alignment of the road will not be changed, therefore, draina~e patterns will <br />stay the same. The Engineer reported water running into the wetland now <br />will continue to do so. <br />Lewandowski felt there will be a change in drainage patterns. She pointed <br />out that without curb, runoff from the street is absorbed in boulevard <br />areas. With runoffgoing directly to the wetland, there will be more <br />chemicals flowing into this area. <br />The Engineer agreed there will be some changes in how drainage gets to <br />the wetland. <br />Lewandowski felt that a EAW should be ordered. <br />16 <br />
