MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />The Engineer replied that this project doesn't fall within the parameters <br />that make an EAW mandatory. The Engineer also reported that at this <br />point he is not sure that curb and gutter can be installed south of Sextant. <br />Scalze felt that the wetland is a sensitive issue and su~gested that perhaps <br />more time was needed to consider the effect on the wetland area. <br />Lewandowski reported that the entire community gains a benefit from the <br />wetland, therefore, questioned an assessment for the total frontage <br />abutting this property. <br />Joe Gillis, 2538 McMenemy Street, pointed out that the County wanted to <br />do a maintenance project on McMenemy and the City has turned it into a <br />mill and overlay. Gillis reported that he would support the maintenance <br />project without curb and gutter, He further suggested that at the time <br />McMenemy is reconstructed curb and gutter be installed. Gillis suggested <br />that an overlay may last for ten years, and at the time of reconstruction the <br />City should look at redoing utilities in the street as well. Gillis stated that <br />when the street is reconstructed and curb and gutter is installed, the City <br />will have the ability to match the curb and gutter to existing grades. <br />The City Engineer reported that the surface of McMenemy Street is shot, <br />however the base is generally good. The Engineer estimated that a recycle <br />project will result in a road that will last 15 years or more. If the County <br />discovers poor base in isolated areas, it wili make the necessary <br />coirections. The Engineer felt that a recycle project on McMenemy will <br />result in a street that will last a long time. The Engineer also pointed out <br />that sewer and water lines last a very long time, and other than isolated <br />repairs, the City would have no intention of replacing those utilities. <br />The Engineer indicated that the curbing will be placed to match the grade <br />of the existing properties, and he anticipated that the curbing could be <br />placed ~vith minor disruption to properties. Surmountable curbing is <br />planned for LaBore Road and McMenemy Street so that pedestrians and <br />walkers can get off the street easily if they need to. <br />The City Administrator stated that if the street could be overlaid, that <br />would assume the base was adequate. If the base is not adequate, an <br />overlay is not an option since the street would break up. The <br />Administrator further noted that the City is anticipating that reconstruction <br />projects will be assessed at $45.00 per front foot. The cost of curbing is <br />estimated between $13.00 and $6.00 per front foot. The Administrator felt <br />that the recycling project will result in a good life for the street and is the <br />best long-term solution from a cost standpoint.
