MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />is being proposed rather than bituminous since bituminous curbin~ does <br />not last. <br />Gillis pointed out that the County would install bituminous curbin~ at no <br />cost to the property owners. Gillis asked if the money that would be spent <br />on bituminous curbing could be applied against the cost of concrete. <br />The City Administrator replied that the County will not contribute toward <br />the cost of concrete curb and ~utter. <br />Greg Miranda, 3058 LaBore Road, pointed out that he has no actual <br />frontage on LaBore Road. Miranda explained the drainage that flows <br />through is property. He suggested that he would be willing to pay his <br />share of the cost of the improvement if there were some corrections bein~ <br />made to the drainage problem. Miranda stated that he was opposed to <br />paying for something that he would gain no benefit from. <br />Scalze suggested that the City should take a look at the drainage problems <br />in this area. <br />The City Engineer reported that the improvements being discussed this <br />evening.will not change the existing drainage patters in this area. <br />Miranda again stated that he was opposed to paying for something from <br />which he gained no benefit. Miranda commented that the property owners <br />on the north end of LaBore Road would gain no benefit from the curbing. <br />Mary Rheaume, 2614 McMenemy Street, felt that McMenemy was fine as <br />it is, although commented that traffic speeds are too fast. Rheaume <br />suggested that stop signed be installed at the intersections of McMenemy <br />and Demont and McMenemy and Rose Lane. Rheaume felt that the <br />surface of McMenemy may need some attention, but curb and gutter were <br />unnecessary. <br />The property owner at 380 Demont Avenue reported that she has drainage <br />running through her back yard toward the ponding along McMenemy. It <br />is her understanding that the installation of concrete curb and gutter will <br />increase the amount of drainage in her back yard. <br />The City Engineer reported that the improvement will not change drainage <br />patterns, and drainage will continue through this yard with or without the <br />concrete curb and gutter. <br />A property owner asked about the loss of trees. The Engineer replied that <br />there will be minimal disruption to existin~ vegetation. <br />18 <br />
