MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />One property owner pointed out that no one on McMenemy Road wants <br />curb and gutter, and asked why, then, is the City proposing it. <br />Lewandowski pointed out that the City is saying that curb and gutter is <br />durable; the property owners want useful. Lewandowski asked if the <br />residents of the City are the City, then why is the Council not listening to <br />what the residents want. <br />Scalze pointed out that the City's share of the cost of the improvement is <br />paid throu~h general taxes. Therefore, the City must consider all the <br />property owner and do what is in the best interests of the City long-term. <br />Miranda asked who the Council feels about charging property owners for <br />something they are getting nothing out of. <br />Morelan pointed out that this hearing is to consider whether or not to order <br />the improvement. How the cost will be assessed will be determined later <br />at the assessment hearing. Morelan stated that from his perspective he <br />looks at the entire project that consists of a recycled road, new street <br />surface, and possibly concrete curb and gutter. <br />Miranda was concerned with the City assessing properties for curb and <br />gutter when they are not getting it. <br />One pronerty owner asked for statistical data showing that concrete curb <br />and gutter is superior to bituminous as well as provides for a longer-life <br />road. The Engineer replied that he did not know that such statistical data <br />existed. However, again commented that from both a maintenance and <br />drainage standpoint, concrete curb and gutter was superior to bituminous. <br />The Engineer indicated that his experience is that concrete curb and gutter <br />will last for a very long time. <br />With regard to comments about widening the road and improvement <br />drainage on the north section of LaBore Road, the City Engineer reported <br />that the County would not pay those additional costs. Those costs would <br />be the City's responsibility. <br />Bob Steiner, 600 LaBore Road, asked who would bear the cost of <br />widening the road. Scalze replied that the costs would likely be borne by <br />the City throu~h property taxes. <br />The Engineer pointed out that the issue for the Council is whether the <br />improvement of LaBore Road and McMenemy Street was a benefit to all <br />the property owners abutting the street, or is this project simply and curb <br />19 <br />
