MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />and gutter project that benefits only those properties receiving curb and <br />gutter. <br />Mrs. Kuperschmidt stated that she has the feeling that the City will order <br />the installation of concrete curb and gutter regardless of how the property <br />owners feel. Kuperschmidt stated that they moved out to Little Canada for <br />its country feel and questions why improvements in the City must now be <br />"urban". <br />Scalze pointed out that as more and more of the City develops, the amount <br />of run-off increases and that run-off must be addressed. Morelan agreed <br />that increased development results in more drainage and run-off Run-off <br />must be conveyed somehow and concrete curb and gutter is a means of <br />doing this. Morelan also pointed out that the City is putting a lot of money <br />into the project, although a portion of the cost is assessed to property <br />owners. Concrete curb and gutter ensures that the roadway will last a long <br />time and this protects the City's investment in the project. <br />Pat Johnson pointed out that no one wants curb and gutter, yet the City is <br />pushing it. Johnson felt that the road has been fine. <br />Bill Maranda, 3056 LaBore Road, reported that every spring there is <br />standing water on a 200 foot stretch of LaBore Road due to a plugged <br />drain near Windrow Drive. Maranda questioned why the road was being <br />improved without correcting this drainage problem. <br />Mike Kellogg, 951 Windrow Drive, reported that there was ice on LaBore <br />Road due to this drainage problem that presents a hazard. <br />Pedersen asked if LaBore Road could be reconstructed and widened in this <br />area. Pedersen suggested that perhaps storm sewer should be considered <br />for portions of the road. The City Engineer repoRed that the road could be <br />widened and storm drainage improvements made. However, this would be <br />a totally different project from what is bein~ proposed this evening. <br />Scalze asked if this could be a subproject to the one being discussed this <br />evening. The Engineer indicated that he could look at the options and <br />estimate the cost of widening as well as drainage improvements. <br />Council asked if the improvement hearin~; should be continued. <br />The City Administrator suggested that the Council act on the improvement <br />before it, and that the issues of widenin~ the road and making drainage <br />improvements could be handled as an addendum to the original feasibility <br />report. <br />20 <br />
