MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1999 <br />Fahey suggested that the City could issue a press release after each <br />Council meeting highlighting Council action items. Morelan did <br />not believe that would alleviate the City's responsibility for <br />providing the minutes to those who want them. Morelan also <br />pointed out that at a previous meetin~ with representatives of The <br />Review, it was suggested that articles relative to Council actions <br />include a bullet-type summary of the Council meetin~. The <br />Review has started to do this. <br />Pedersen pointed out that minutes could be e-mailed at no cost <br />Morelan suggested that until such time as the City establishes a <br />Web page, that minutes continue to be published. Morelan felt that <br />the City should keep as many avenues of communication open as <br />possible. <br />Scalze reported that she received a couple of calls from people <br />who indicated that they read the minutes and would not be satisfied <br />with just the summary form. These individuals would be <br />interested in receivin~ mailed minutes, but would not be interested <br />in paying for them. <br />Morelan pointed out that the City could publish either the complete <br />minutes or a summary form. However, given there is no cost <br />savings in publishin~ a summary form, the complete minutes <br />should continue to be published. Morelan also felt that options <br />outlined in the Administrator's letter dated January 8`" should be <br />pursued. These include increasing the Council meeting broadcast <br />schedule, implementin~ a programming schedule on Channei 16, <br />promoting Universal Access Cable TV hook-up, and placing the <br />Council's floor agenda on the Information Line. <br />Pedersen suggested that the small print of the legal page was not <br />conducive to easy reading. Pedersen suggested that minutes be <br />mailed and their availability be published in the City's newsletter. <br />Morelan felt that the City should encourage communication and <br />publishin~ the minutes was one means. Morelan felt that if <br />mailing the minutes are pursued, at the point the cost exceeds that <br />of publishing the minutes, the minutes should then be published <br />again rather than mailed. <br />Scalze suggested that the City should try the option of mailing <br />minutes rather than publishing them to see how many people are <br />19 <br />
