MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1999 <br />Morelan stated that he realizes if this were a single-fami(y home <br />development being considered, the structures would line up along <br />the street. Morelan indicated, however, that he would like to see if <br />there are some other lay-out alternatives. <br />Fahey stated that the question is whether the City approved in <br />concept the original lay-out. Fahey asked what the purpose was in <br />reviewing a future development lay-out for a site if that is not how <br />the site will be laid out. <br />The City Planner stated that typically the development plan should <br />mimic the concept plan approval. However, in this case the <br />developer changed the lay-out for various reasons. <br />Morelan pointed out that the new lay-out allows 3'/z additional <br />units. Morelan suggested that prior to construction of the ponds <br />there were more alternatives for developing this site. <br />Fahey pointed out that Mr. Frattalone is requesting both <br />Preliminary and Final Plat approval this evening, and Fahey <br />questioned why this happens. Fahey suggested that acting on a <br />Preliminary Plat first allows the Council an opportunity to raise <br />issues and make adjustments to a Final Plat. <br />Mor.elan and Scalze indicated that they did not recall the concept <br />development plan showing the ponding. Morelan stated that he is <br />not sure how and why those ponds were constructed. <br />Fahey asked how ponds could be put in by the developer with the <br />City Engineer's approval and without Council approval. <br />The City Administrator reported that the ponds were always <br />planned for this site and were shown on the first phase of the <br />Pitrina Park development. The Council discussed the ponding at <br />the time it approved the first phase and made the final layout <br />subject to approval by the City Engineer. <br />Fahey asked if the ponding shown on the preliminary plat would <br />accommodate the townhome layout shown on the concept site <br />plan. Fahey stated that from a process standpoint he was <br />uncomfortable. Fahey stated that he would like to know what was <br />approved before. He also pointed out that the Counci( has not had <br />an opportunity to discuss the Preliminary and Final Plat presented <br />this evening. Fahey felt the ori~;inal concept plan was more <br />
