MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1999 <br />Morelan stated that he did not feel comfortable acting on this <br />matter until the developer puts together other alternatives for the <br />Council's consideration. <br />Fahey indicated that he knows the Pitrina Park townhomes are <br />selling. However, he feels uncomfortable acting on the Plat at this <br />time given it is the first time the Council has seen it. Fahey <br />suggested that there may be other alternatives to consider, and <br />stated that he was not sure if the ariginal proposal with the cul-de- <br />sacs contemplated walk-outs. <br />Howe reported that the original design did contemplate walk-outs. <br />However, given the demand, the plan was changed to incorporate <br />larger townhomes, built on-slab, similar to the ones built south of <br />Allan Avenue. Howe reported that these larger townhomes did not <br />work well with the cul-de-sac concept. There would be no room <br />for transformers and telephone boxes. Driveways for the <br />townhomes would be cramped on the cul-de-sacs. <br />LaValle fett that with the right landscaping, the proposal before the <br />Council was acceptable. <br />Scalze agreed that the units would sell, but felt that the issue was <br />that the Plat is very different from the concept plan that the <br />Council originally approved. <br />Fahey pointed out that the City Planner has indicated that the <br />Council can require adherence to the original concept plan. <br />However, this would mean a decrease in the number of units. <br />Fahey did point out, however, that the number of units being <br />proposed was less dense than the maximum allowed in R-2. <br />Morelan felt the developer should be required to come up with <br />some alternatives for Council consideration. <br />Pedersen felt that the developer had thought about alternatives, and <br />this is the proposal they came up with. <br />Morelan indicated that he was not convinced. He indicated that the <br />proposal allows maximum use of the land when considerin~ the <br />ponding requirements. <br />Fahey stated that ~iven the 3'h additional units that this proposal <br />provides for the developer, he was not prepared to address the <br />request that the City participate in the cost of the pond.
