MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1999 <br />proposed building would remain retail and not be converted to an <br />auto-related use. <br />Tbe City Administrator indicated that one option that the staff <br />considered would be to rezone the property to PUD. However, this <br />is not a viable option given that auto-related uses are not allowed <br />in a PUD zone. The Administrator suggested that the property <br />would need to be rezoned to B-2 with a Conditional Use Permit for <br />the auto-related uses. The CUP could be restricted so that the <br />retail portion ofthe building would be prevented from converting <br />to auto-related use. <br />Fahey suggested that the applicant could be told to pursue his <br />proposal provided he was agreeable to a square footage limitation <br />on the auto-related uses. <br />Perry Linn reported that he is proposing that the front view of the <br />building from Rice Street would be 100% retail use. The backside <br />of the building would be used for auto-related uses. <br />Scalze asked if the south side of the building would have a brick <br />facade. Linn replied that it would while the Rice Street side of the <br />building would be ~lass with windows wrapping around about 25 <br />feet of the south side of the building. Linn suggested that some <br />sort or architectural treatments would be used on the south side of <br />the buildin~ to break it up from having a long brick wall effect. <br />Scalze asked if outside stora~e was being proposed. Linn replied <br />that it was not. Linn anticipated the building would have 6 or 7 <br />bays and 1 I months of the year there would be no vehicles stored <br />outside. <br />LaValle asked the types of retail uses proposed for the building. <br />Linn's developer indicated that he was not sure at this point, but <br />suggested that retailers such as bagel or coffee shops were a <br />possibility. The developer felt there were a lot of non-auto-related <br />uses that would be appropriate for the site. <br />Fahey suggested that the limitation on the square foota~e for auto- <br />related use would be a part of either the Conditional Use Permit or <br />the Development Agreement. Fahey indicated that the Council is <br />willing to consider this concept because of the attractiveness of the <br />retail portion of the development and the fact that the development <br />
