MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1999 <br />property owners. Estimated assessment would be $16 per front <br />foot. Given that this is a significant cost, staff is currently looking <br />at possible cost savings measures. Some options that will be <br />considered will be to use recycled Class V as base as well as to <br />match driveways with like materials rather than installin~ concrete <br />aprons. <br />Mr. Kneetand asked where the low point was on County Road B-2, <br />and asked if there would be assessments for curb and gutter to <br />properties that will not receive this improvement. <br />The Engineer replied that it is toward the center of the street; <br />however, the Watershed has not provided that specific information <br />as of yet. The City Administrator reported that Mr. Kneeland's <br />property is at this point where there will be no curb and gutter. <br />The issue of whether or not to assess properties without curb and <br />gutter abutting will be discussed at a March lOth Council <br />workshop meeting. It was noted that the City's Assessment Policy <br />does not specifically address this issue. Mayor Fahey indicated <br />that the entire street is benefited by the project to the extent that <br />curb and gutter directs the flow of run-off. <br />Mugs Nardini asked why the property owners were invited to this <br />meeting this evening. The Administrator replied that State Statutes <br />require that a public hearing be held before a city can order an <br />improvement. <br />Nardini expressed concern that the improvements planned for <br />County Road B-2 call for the widening of the road and there are no <br />plans for property owners to review so they can see what is <br />happening in front of their houses. Nardini indicated that the <br />property owners are not in a position to say they support the <br />improvement until they can see what will happen to the street. <br />Nardini reported that when the sewer line was installed several <br />years, the crest of the road was changed, which endangered their <br />properties. Nardini stated that she wanted to see what was planned <br />for the area before spending $1,500 or $1,600 on a curb and gutter <br />improvement. <br />The City Administrator pointed out that plans and specifications <br />cannot be ordered until the improvement hearing is held. The <br />Administrator atso noted that Brad Lindeman of the Watershed <br />exp(ained the drainage improvements at the two neighborhood <br />meetings. <br />2 <br />
