MINUTES CITY COUNCIL FEBRUARY 24, 1999 Morelan suggested that this information should have been available a few months ago so that the City would not have had to go throu~h the improvement hearing process. The Administrator indicated that the big factor was the assessment rates for the curbing. Typically concrete curb and gutter has an assessment rate of $6.50 per foot. However, these projects were up to $19.00 per foot. The (imited assessable footage as well as the fact that the County is doing recycle projects on the roads rather than full reconstruction is driving the costs up. The Administrator suggested that given this information, concrete curb and gutter would not be a wise expenditure of the public's money for these projects. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTIONNO. 99-2-91-ADOPTING THE RECOMMENDATION OF THE CITY ENGINEER RELATIVE TO CONCRETE CUR73 AND GUTTER FOR THE I.A730RE ROAD/MCMENEMY STREET AS WEI.I, AS COUNTY ROAD I3-Z AND CANCELLING THE CONCRETE CUR13 AND GUTTER PORTION OF THESE IMPROVEMENTS The fore~oing resolution was duly seconded by Scalze. Ayes (5) LaValle, Scalze, Morelan, Fahey, Pedersen. Nays (0). Resolution declared adopted. Scalze asked ifthe County will install bituminous curbing the full lengths of these improvements. The Administration was not sure indicating that the City could work with the County on this issue. Pedersen suggested it may be better to only install the curbing in those areas were it was required to convey draina~;e. Scalze agreed pointing out that property owners along the improvements have indicated it would be better for run-off from the street to be filtered through grassy areas before it gets into ponding areas. The City Administrator indicated that he will relay this position to the County. AIGHWAY 61 The Council reviewed the report of the Code Enforcement Officer PLANNING relative to the Highway 61 Plannin~ Committee and their study of COMMITTEE light rail transit for the area. The Hi~hway 61 Planning Committee is seeking a representative from Little Canada to serve on the Committee. 4
