MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1999 <br />The foregoing resolution was du(y seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Pedersen, Fahey, Scalze. <br />Nays (0). Resolution declared adopted. <br />PARKS & Mayor Fahey publicly recognized the Parks & Recreation Commission <br />RECREATION for the fine work that they have been doing. <br />COMMISSION <br />COUNTRY Elaine Zoch, Condit Street, asked about the Country Drive redevelopment <br />DRIVE site. The City Administrator reported that this site is bordered by Condit <br />Street on the west, Country Drive on the east, the Water Works property <br />on the south and Quebec Apartments on the north. The type of use the <br />City is looking for is office/warehouse similar to the Kandice Heights <br />development along Country Drive. <br />Zoch asked how high the buildings would be and if buffering would be <br />required. <br />The City Administrator replied that it is likely the buildings would be <br />single-story. He also pointed out that since this property is zoned Planned <br />Unit Development, Conditional Use Permits would be required for any <br />developments. Conditional Use Permits allow the City to place <br />requirements such as screening, etc. on any deve(opment that occurs. <br />Zoch asked what will happen to the two existin~ homes in this area. <br />Fahey replied that the City may have to acquire the homes, however, this <br />would depend on the development proposal that is submitted. Zoch asked <br />if eminent domain would be used to acquire homes from property owners <br />who do not want to sell. <br />The Administrator replied that typically the City will try to work with <br />property owners on a voluntary basis. At this point there is no <br />development proposal before the Council, and unless there is one, the <br />issue is mute. <br />CURBING Morelan suggested that a letter be sent to property owners along LaBore <br />Road/McMenemy Street as well as County Road B-2 explainin~ the <br />reasons why the concrete curb and ~utter project has been deleted. The <br />City Administrator agreed that such a letter would be sent with the <br />appropriate explanation. <br />
