MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1999 <br />suggested that statues, fountains, etc. were additions to park and public <br />places which made them more inviting. Anderson indicated that he has <br />been pushing the 10% Committee to put some focus on this aspect. <br />Johnson pointed out that the Arcade Street bridge is an example of <br />incorporating art into a public project. Sackett Glazer su~gested that as <br />part of the Rice Street/Little Canada Road redevelopment, a fountain with <br />benches would make for an appealing gathering place. <br />Scalze pointed out that the City has already leaned toward incorporating <br />art in some of its efforts, pointing out the si~n at the City Center, as well <br />as the fact that the streetscape plan for the Rice/Little Canada Road area <br />calls for planters, benches, etc. <br />Smith suggested that everyone look at what other cities are doin~ for <br />ideas. <br />Fahey suggested that a coordinated theme could be developed, and that <br />there may be various art foundations which would funds these sorts of <br />efforts. Fahey also suggested that the Commission think about expanding <br />its name to include the creative arts aspect. This name change may assist <br />in future grant applications. <br />Bianchi reported on the playground improvements planned at Little <br />Canada Elementary School and the fact that the funding is in place for <br />these improvements. Bianchi reported that the principal, Judy Bruzinski, <br />extended her gratitude to the City for its contribution toward the project. <br />Bruzinski feels that this is truly a community school, pointing out that it is <br />open seven days per week with programs which meet the needs of the <br />community. <br />The Council and Commission discussed the $8,620 which was budgeted <br />for the school project, with the Administrator pointing out that $6,000 was <br />approved with an additional $2,620 in funding budgeted in the event that <br />North Suburban Youth Association was not willing to contribute toward <br />the project. Bianchi reported that total project costs are between $30,000 <br />and $33,000. Little Canada approved $8,620, Little Canada Charities Plus <br />approved $6,000, the Roseville School District allocated $6,000, the <br />PTSA allocated $6,000 as well as an additional $2,000 to $3,000, and <br />North Suburban Youth Association approved up to $6,000. Bianchi felt <br />that the City's allocation was the total $8,620. <br />Morelan pointed out that that Council approved $6,000 with an additional <br />$2,620 if NSYA would not provide funding. <br />
