MINUTES <br />CITY COUNCIL <br />MARCH 10, 1999 <br />With regard to dust control, Fratta(one explained that the application of <br />water during the crushing operation helps to contro( dust. In researching <br />this method, Frattalone indicated that the use of two half-inch hoses <br />should be adequate to control dust. However, if more are necessary, that <br />will be done. <br />Frattalone indicated that the use of the west gate wou]d continue in "as <br />needed" situation. Trucks usin~ this gate are empty and will not travel <br />through Ryan Industrial Park, but will go directly to Country Drive. <br />Fratta(one further reported that the consensus of the nei~hbors was that a <br />10-year license/permit should be issued. After that time, another <br />assessment of the property and operation could be made to consider the <br />continuation of the business. <br />Frattalone indicated that after the meeting was held, a draft of this <br />February 17`~' letter was sent to the affected property owners for their <br />comments prior to its submission to the City. The contents of the letter <br />were found to be acceptable by the property owners. <br />Morelan asked if Frattalone was willing to put these conditions into a <br />Development A~reement with the City. Frattalone replied that he was. <br />Frattalone explained that in the past there have been some problems with <br />dust control during the crushing operation. However, this is being better <br />policed and more water is being placed on the recycle piles during the <br />crushing process. <br />It was noted that in the past the owners of the glass company have had <br />concerns about dust. Chuck Cloutier, owner of the glass company, <br />indicated that he is in support of the Frattalone proposal. <br />Pedersen asked how Levitz feels about the recycling operation. Mark <br />Hanson, Fra-Dor, indicated that this matter has been discussed with the <br />Levitz management, and they indicated no probtem with the recycling <br />business. <br />Scalze pointed out the discussion at Frattalone's meeting that the 10 cents <br />per ton fee the City is considering be collected fi•om Fra-Dor would be <br />used for improvements in Ryan Industrial Park. Scalze asked the feelings <br />ofthe adjacent property owners if this fee is not earmarked for Ryan <br />Industrial Park. <br />2 <br />
