MINUTES <br />CITY COUNCIL <br />MARCH 24, 1999 <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (4) Scalze, Morelan, Fahey, LaValle. <br />Nays (0). Resolution declared adopted. <br />COMP PLAN The City Planner reported that he has prepared a response letter to the <br />UPDATE Metropolitan Council's comment letter relative to the City's <br />Comprehensive Plan update requesting clarification of some of the items <br />they raised. The Ptanner also indicated that he is preparing a timetable for <br />making changes to the Plan as well as for its completion. This timetable <br />should be available within the next week or so. <br />BIDS FOR The City En~ineer reviewed the bids received for the City's 1999 <br />1999 improvement projects pointing out that the low bid was received from <br />IMPROVEMENTS North Valley, Inc. North Valley is a reformatted company which is <br />basically the northern operation of Valley Paving. The Engineer noted <br />that this is the company that constructed a previous project within the City <br />and noted that there were problems with that project which resulted in <br />litigation. The Engineer reported that he talked with Brad Schmitbauer of <br />North Valley about this previous experience and the City's expectations <br />for performance and compliance with specifications on the 1999 projects. <br />Brad indicated that he could do the job for the City and would not have <br />bid the job if he thou~ht otherwise. The City Engineer felt the North <br />Valley bids was a good one, and was not sure of the next step if the City <br />was inclined not to accept this bid based on the past problems. The <br />En~ineer stated that he was fairly comfortable he could get the project <br />accomplished with North Valley. He reported that his experience has been <br />that the company does good work, but must be watched fairly closely. <br />The Engineer indicated that if the City wants to award the bid ofNorth <br />Valley, he was comfortable they could monitor the project and get the <br />project the City wants. <br />LaValle asked if this monitoring would increase the project costs. The <br />Engineer replied that it would not given that it is typical for his firm to <br />have a full-time inspector on a project such as this. The Engineer reported <br />that if the City chooses to award to North Valley, the first thing he would <br />do would be to sit down with North Valley and put together a construction <br />schedule. Contract documents would be held back until that schedule was <br />finalized. <br />LaValle asked about bonding requirements. The Engineer reported that at <br />this point North Valley has submitted a bid bond. However, if awarded <br />the contract, they would be required to submit a 100% performance bond. <br />
