MINUTES <br />CITY COUNCIL <br />APRIL 14, 1999 <br />also pointed out that there would be different project management and <br />subcontractors on this project. In addition, the City has a new City <br />Engineer which Fahey indicated gave him more confidence. Finally, the <br />City has the assurance ofBrad Schmitbauer from North Valley that they <br />will do a quality job. Therefore, Fahey felt the City should move forward <br />and award the bid ofNorth Valley for 1999 improvements. <br />The City Engineer reported that he has done a number of projects with <br />Brad and the former entity, Valley Paving, and he felt reasonably assured <br />that the City will get a better project because of the awareness of the <br />problems last time. Weekly meetings will be held, a work schedule will <br />be developed, and all the details will be addressed as the project <br />progresses. Therefore, the Engineer recommended that the bid of North <br />Valley for the 1999 improvements be awarded. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOI.UTIONNO. 99-4-79 -AWARDING THE I3ID OFNORTH <br />VALI.EY FOR 1999 IMPROVEMENT PROJECT AS <br />RECOMMENDED 73Y THE CITY ENCINEER <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) LaValle, Pedersen, Fahey, Scalze. <br />Nays (0). Resolution declared adopted. <br />PROVINCES The City Administrator recommended approval of the Provinces 42M <br />42M LETTER (etter which addresses the ability of the ownership to claim tax credits for <br />up to 65% of the units. This was negotiated with Dominium Group, the <br />ownership of Provinces as part of their purchase of the buildin~;s. The <br />Administrator noted that as part of the negotiations, Dominium will <br />installed a sprinkler system at the Provinces. However, it will take four to <br />five years to raise the funds needed to install the system due to the method <br />of funding negotiated. The Administrator also reported that Dominium <br />will reimburse the City its review costs for the 42M letter and supporting <br />documentation. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RE.SOI.
