Resolution declared adopted. <br />Drake asked whether or not they could obtain building permits. Fahey <br />pointed out the issues relative to building permits and reported that the <br />Council will discuss the moratorium issue at its next meeting. However, <br />building permits for life safety issues would be approved. Fahey <br />suggested that the City will know fairly quickly whether or not it will be <br />involved in the acquisition of these sites based on the appraisal <br />information. Fahey felt that the Council has made it clear which <br />development proposal it is interested in, and the City does not want to <br />issue building permits and have the property owners make improvements <br />for which the City will have to reimburse. <br />Reiling indicated that they have applied for a roof permit for the car wash <br />as well as a sign permit a week ago. They thought these permits would be <br />issued until the City had decided to consider the buildin~s and property as <br />one unit, thereby making them subject to architectural review by the <br />Planning Commission.
