AS PROCEED WITH <br />DRAFTINr OF A DEVEI.OPMENT AGREEMENT REI.ATIVE TO <br />THE PERRYLINN REDEl~ELOPMENT PROPO.SAI. .SU73.IECT TO <br />REIMI3 URSEMENT OF AI,I, EXPENSES I3Y PERRY I.INN <br />The foregoing resolution was duly seconded by LaValle <br />Ayes (4) Fahey, LaValle, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />Fahey stated a~ain, with re~ard to the issuance ofbuilding permits, that he <br />did not suppo~t issuing building permits which would add to the value of <br />these sites given the potential that the City may acquire the sites. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RE.SO7 UTIONNO. 99-4-77-INSTRUCTING THE CITYATTORNEY <br />TO RESEARCH THE APPROPRIATENESS OF ESTAI37.I.S'HING A <br />MORATORI UM ON THE IS.SUANCE OF 73 UII.DING PERMITS FOR <br />THE SU73JECT PROPERTIES WITH THE CITYATTORNEY TO <br />REPORT TO THE COUNCIL AT ITS NEXT MEETING <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Fahey, LaValle, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />Drake asked whether or not they could obtain building permits. Fahey <br />pointed out the issues relative to building permits and reported that the <br />Council will discuss the moratorium issue at its next meeting. However, <br />building permits for life safety issues would be approved. Fahey <br />suggested that the City will know fairly quickly whether or not it will be <br />involved in the acquisition of these sites based on the appraisal <br />information. Fahey felt that the Council has made it clear which <br />development proposal it is interested in, and the City does not want to <br />issue building permits and have the property owners make improvements <br />for which the City will have to reimburse. <br />Reiling indicated that they have applied for a roof permit for the car wash <br />as well as a sign permit a week ago. They thought these permits would be <br />issued until the City had decided to consider the buildin~s and property as <br />one unit, thereby making them subject to architectural review by the <br />Planning Commission.
