MINUTES <br />CITY COUNCIL <br />APRIL 20, 1999 <br />Reiling reported that he had an architect do a renderin~ for the coffee shop <br />which the City Planner reviewed and indicated that there would be no <br />problem with and that he thought the building met the City's architectural <br />guidelines. <br />Morelan felt the biggest issue was the rezoning of the property. Morelan <br />pointed out that the City has a Comprehensive Plan in place and a revision <br />to that Plan which is almost finalized. Morelan pointed out that both plans <br />do not agree with the current zoning of the property. Morelan stated that <br />the zoning of this property came to light for him when Perry Linn <br />presented the concept for the tire store. Morelan felt that ultimately this <br />property should be rezoned to B-2 to accommodate an auto-related use, <br />irrespective of what Reiling or Perry Linn may to with the property. <br />Morelan stated that he understands Reiling's concern, but noted that the <br />City has to look at the long-term and make certain that the property is <br />developed to the hi~hest and best use. Morelan felt the City must go <br />forward with the process. <br />Reiling stated that he is confused since originally Perry Linn proposed an <br />auto repair shop and the City informed him that the use did not meet <br />zonin~ and was not what the City wanted to see for the area. At that time <br />the Council su~~ested that a bagel or coffee shop would be a good use. <br />Morelan indicated that the Linn concept proposal is what got him thinking <br />about the total use of the area. In considering these uses, which include <br />Gas-N-Go and Food-N-Fuel, it seems natural to have auto-related use on <br />this property. Morelan stated that at the time Linn first came in, the <br />Council did not look at the Comp Plan said for the area but should have. <br />Fahey reported that after the Linn concept was originally proposed, <br />Council Member Pedersen suggested that the Council was being too short- <br />sighted and suggested the concept be reconsidered. The Council did <br />reconsider looking at the Comp Plan as it relates to this area, the City's <br />redevelopment goals, and the City's desire for the highest and best use as <br />well as a coordinated development. <br />Reiling expressed concern that the City is stopping them from moving <br />forward with their own plans for the property. <br />Fahey noted that Reilin~ and Drake have owned the property for eight <br />months and this is the first time the Council has seen any plans for <br />redevelopment beyond the initial car wash use. <br />
