MINUTES <br />CITY COUNCIL <br />APRIL 27, 1999 <br />Morelan stated that he would prefer extension of the water main system in <br />order to provide fire protection to these new homes. Fahey agreed. <br />Pedersen suggested there may be wells in the Twin Lake area which are <br />going bad and those property owners may want water main, <br />There was a property owner present from Twin Lake Trail who indicated <br />that she did want water main. Len Pratt indicated that he has heard the <br />same thing from other property owners. <br />The City Administrator reported that he has had requests for City water <br />and for street improvements. The Administrator suggested that perhaps a <br />neighborhood meeting should be held or a survey taken to determine how <br />Twin Lake residents feel about water main. The Administrator pointed <br />out the City's single-frontage water main policy that is an equitable way to <br />get water to this area. <br />Scalze pointed out that the water main would be a dead-end loop. The <br />Administrator described the system and indicated that it appears to provide <br />a reasonable loop. <br />Pratt pointed out that Vadnais Heights wants to serve the Five Star Mobile <br />Home Park with water main and indicated that this nei~hborhood is <br />currently serviced with a 6-inch well. <br />The City Administrator indicated that a memo could be sent to the Twin <br />Lake area residents askin~ for their reaction to water main and street <br />improvements. If these projects were likely to proceed, the City could <br />then conduct neighborhood meetings to discuss them in more detail. <br />The Administrator requested that Mr. Pratt provide the City with a letter <br />requesting extension of the City's review period for the Preliminary Plat. <br />Mr. Pratt replied that he would submit this letter. <br />Pedersen pointed out the correspondence from the DNR recommendation <br />a more creative approach in the preservation of the shoreline. <br />Pratt reviewed the DNR's shoreline mana~ement regulations indicating <br />that he would comply with these regulations in developing the Twin Lake <br />Pines plat. However, once the property is sold, Pratt indicated that he <br />could not control what property owners did with their shoreline unless <br />there were some restrictive covenants placed on the property. Pratt <br />pointed out that the DNR had indicated a preference for a more clustered <br />development with one dock and no significant trees being removed. Pratt <br />11 <br />
