MINUTES <br />CITY COUNCIL <br />APRIL 27, 1999 <br />pointed out, however, that a townhome development was initially <br />proposed for this area and was not favorable accepted. <br />The City Planner reported that shoreland regulations require a 75 foot <br />setback from the ordinary high water mark to the building. The first 37'h <br />feet of that setback must be retained in its natural state. The Planner <br />indicated that the City would enforce these regulations during <br />development. However, once the development is in place, it would be <br />difficult to enforce with individual property owners. <br />Scalze pointed out that the modern thought is for the preservation of <br />shoreline, and su~~ested that future homeowners would make efforts to <br />preserve the area. <br />Pratt indicated that he would inform property owners of the shoreland <br />regulations when they purchase their property. <br />Chuck Plowe indicated that he has established the ordinary high water <br />mark as the existing treeline. <br />There was no one present from the general public wishing to comment on <br />this mattEr. <br />Upon motion by Morelan, seconded by LaValle, the public hearing was <br />closed. <br />Scalze suggested that the City Administrator discuss with Vadnais Heights <br />the jo~ging of the cities' boundary line so that individual lots are in either <br />one city or the other. The Administrator pointed out that Lot 1 is <br />exclusively in Vadnais Heights. Lots 2, 3, and 4 straddle boundary lines. <br />The Administrator felt that the Vadnais Hei~hts Administrator would want <br />Lots 2 and 3 exclusively in Vadnais Heights. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESDI UTION NO. 99-4-93 -ADVI.SING THE CITY OF -~ADNAIS <br />HEIGHTS OF I,ITTI E CANADA'S.S'UPPORT FOR THB <br />EXTENSION OF WATER MAIN INTO THE TWIN I.AKE AREA <br />AND TAI37.ING ACTION ON THE TWIN LAKE PINEb' <br />PREI.IMINARY PLAT UNTIL LITTI.E CANADA RECEIVES SOME <br />DEFINITE ANSWERS FROM THE CITY OF VANAIS HEIGHTS ON <br />THE WATER MAIN ISSUE, BUT WITH THE INDICATION THAT <br />THE CITY OF I.ITTLE CANADA WILL MOVE FORWARD ON THE <br />PROJECT IF NECESSARY <br />12 <br />
