MINUTES <br />CITY COUNCIL <br />MAY 25,1999 <br />contribution of up to $2,700 toward the water main study provided that no <br />Vadnais Heights properties were included in that estimate. <br />Pedersen asked the timeline for completion of this study. <br />Plowe reported that Vadnais Hei~hts is interested in providing water main <br />to Five Star Mobilehome Park. Plowe also reported that the Vadnais <br />Heights Public Works Department will be doing some pressure tests on <br />the water main in Mitchell Preserve tomorrow. Given that the Mitchell <br />Preserve property is higher than the Twin Lake Pines property, those <br />pressure tests should be favorable. Plowe estimated that the study should <br />move fairly quickly based on these facts. <br />Fahey noted that the worst case scenario would be that private wells are <br />installed and that a development agreement would include a provision that <br />Twin Lake Pines property owners would be deemed in favor of water <br />main improvement. <br />Pratt estimated the cost of a well at $4,000. He also felt confident that the <br />water main issue would resolve itself without the need to put in the wells. <br />However, he indicated that if it did not, he would put the wells in pending <br />the water main improvement. Pratt reported that SEH, the engineering for <br />Vadnais Heights, feels the water main study can be completed by July. <br />Pratt also indicated that he would put in an 8-inch water main in the street <br />for the Twin Lake Pines Addition so that when water main is installed in <br />the area, Twin Lake Pines can be connected. <br />Fahey asked about the issue of annexing property to Little Canada. The <br />City Administrator reported that the Vadnais Heights City Administrator <br />was to draft a joint powers a~reement addressing this and other relevant <br />issues. However, a copy of that agreement has not been received. The <br />City Administrator su~~ested that this agreement should be ready for the <br />June 22"`{ Council meeting. <br />There was no one present from the general public wishing to comment on <br />this matter. It was noted that the public hearing was closed at the April <br />27°i Council meeting. <br />The City Administrator recommended that action on the Twin Lake <br />Addition be continued until the June 22"`{ meetin~ pending receipt of the <br />joint powers agreement. Mr. Pratt was agreeable to that recommendation. <br />Fahey indicated that he would support the installation of wells if the water <br />main study and improvement does not progress as it should. <br />14 <br />
