MINUTES
CITY COUNCIL
MAY 25, 1999
The foregoin~ resolution was duly seconded by Scalze.
Ayes (4) LaValle, Scalze, Pedersen, Fahey.
Nays (0). Resolution declared adopted.
CONCEPT Mr. Marlc Oberman, Swift Construction, appeared before the Council
REVIEW - with a concept development plan for the property located at 3240 Twin
3240 TWIN Lake Road. Oberman indicated that his original plan proposed a five
LAKE ROAD lot development. However, due to the size of the cul-de-sac needed in
improvin~ Mitchell Trail, there was insu~cient area left to meet minimum
lot sizes. Therefore, Oberman submitted a revised concept plan with three
lots. These lots would have street access via Twin Lake Road and the
improvement of Mitchell Trail would not be necessary to serve these new
lots.
Scalze pointed out that there are homes adjacent to this propeity being
served via a driveway over Mitchell TraiL Scalze indicated that when the
easement was dedicated it was with the thought that one day the street
would be improved and these lots would then abut a City street.
Oberman pointed out that if his property is not developed, the houses to
the north would remain serviced by a driveway. If the Council allowed
the revised proposal for three lots serviced from Twin Lake Road, the
houses to the north would again remain serviced by a driveway.
Fahey suggested that if the City reduced the cul-de-sac size, it may be
possible to get four to five lots as wel] as the improvement of Mitchell
Trail.
Oberman requested that if there is an road right-of-way that is not
necessary, this be vacated in order to give him additional square footage to
work with in developing a plan for the property.
Fahey suggested that Oberman work with the City Planner on concept
drawings for the property, which include the undersized cul-de-sac.
Scalze agreed, and stated that she did not think the City should have
houses that are not located on a public street. Therefore, she felt it
important that Mitchell Trai] be developed. Scalze felt it made more sense
to ~rant a variance for cul-de-sac size.
Mr. LaValle introduced the following resolution and moved its adoption:
RE.SOI. UTION NO. 99-5-T 21- TAI37,ING CONSIDERATION OF
THE 3240 TWIN I,AKE ROAD DEVEI.OPMENT CONCEPT UNTII.
THE JUNE 22, I999 COUNCII. MEETIN(i PENDINC SUI3MISSION
