MINUTES <br />CITY COUNCIL <br />JUNE 8, 1999 <br />*APPROVING THE EXTENSION OF THE HARDEES <br />CONI)ITIONAI, IISE PERMIT AS RE~ UESTED FOR A PERIOD OF <br />ONE YEAR; <br />''~APPROVING THE VOUCHERS <br />The fore~;oin~ resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Morelan, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />LINN The City Attorney requested a closed session following the meeting <br />DEVELOPMENT in order to discuss the Linn development proposal due to the potential <br />PROPOSAL of litigation. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 99-6-I35 - CALLING FOR A CLOSED SESSION <br />LATER IN THE COUNCII. MEETING TO DISCU.SS THE LINN <br />DEVEI,OPMENT PROPOSAI, <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Scalze, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />COBBLESTONE The City Administrator reported that the estimate for a before and after <br />VILLAGE- appraisal for benefits received for Cobblestone Village as a result of <br />BEFORE & the improvement of Minnesota Avenue is $4,000. He noted that the <br />AFTER estimated amount of the assessment to Cobblestone Village is $12,000 <br />APPRAISAL to $26,000 based upon past discussions. Therefore, he c~uestioned the <br />feasibility of spending $4,000 for an appraisal. <br />Morelan agreed that spending $4,000 tojustify assessing $12,000 did not <br />seem to make sense. However, he felt the issue was a bigger one and that <br />the before and after appraisal would provide the City with some valuable <br />information. Morelan stated that he has questions as to the amount of <br />value assessments actually add to a property and felt this before and after <br />appraisal may help to answer these questions. <br />Pedersen subgested that four appraisers would likely give four different <br />answers, and noted that in addition to the quote obtained, one other <br />apprliser was contacted who felt the issue was too soft to provide some <br />definite numbers. <br />
