MINUT~S <br />CITY COUNCIL <br />JUN~ 22, 1999 <br />Fahey noted that the Code says that required parking areas must be paved. <br />This was also discussed at a recent Council workshop. At that workshop <br />the consensus was that required parking was to be paved although outdoor <br />storage areas could be surfaced with Class V. <br />Hunt reported that the soils are such in the rear of the property that the <br />blacktop would quickly fall apart. Hunt reported that the whole area sinks. <br />She has put in Class V each year and it is gone after a period of time. <br />Scalze suggested that if a building can be constructed on these soils, than <br />the parking lot can be paved. Scalze pointed out that this requirement <br />applies to the parking lot, not the storage area where heavy equipment <br />would be stored. <br />Hunt reported that they have only five to six cars parked on the site each <br />day, therefore, the rear parkin~ would be seldom used. <br />Scalze pointed out that building uses chan~e, and the Code requires <br />parking based on building size as well as use of the building. Therefore, <br />the Code must be enforced to ensure that there is adequate parking both <br />now and in the future. <br />Morelan pointed out that the City does not have an updated site plan. <br />Hunt reported that it was submitted this evening. The Zoning <br />Administrator reported that the site plan is missing some items, and <br />indicatecl that she would work with the applicant to get the site plan <br />completed. <br />Fahey noted Yhat there is another applicant for a CUP tl~is evening that is <br />asking that he not be required to pave the rear parking area, and the <br />P1lnning Commission is recommending that this area not be paved. Fahey <br />pointed out that all applicants must be treated equally. Ifthere are soil <br />conditions to be considered, then the Council needs that information. <br />LaValle suggested that action on this CiJP be tabled until the Public <br />Works Director or City Engineer can look at the property and comment on <br />the soil conditions. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOI,UTION NO. 99-6-147 - TA73I.ING ACTION ON THE CUP <br />APPI.IC.4TION FOR OPENAND OUTDOOR.S'TORAGE FOR <br />CARI,S(1N SAI,ES & SERVICE IINTIL THE JIII,Y 14, 1999 <br />
