MINUTES <br />CITY COUNCIL <br />JUNE 22, 1999 <br />Bob DeBace informed the Council that he has done soil correction work at <br />the back of his property so the area is now stable. DeBace requested that <br />he be allowed to use crushed concrete and a surfacing material For this <br />parkin~ area. He indicated that he would install curbing to delineate the <br />parking area. <br />Morelan asked ifthere was adequate parking on the site. DeBace reported <br />that his tenant in the front of the building has been parkin~ across the <br />street. However, there is land in the back of the building that could be <br />used for parking. Scalze indicated that it is obvious that more parking is <br />needed if the front tenant is parking across the street. <br />Scalze stated that she did not know how the City could deviate from the <br />requirement that the back parking area be paved. DeBace indicated that <br />there would be a problem if he disturbed the soil corrections at the back of <br />the lot. He repoRed that he has brou~ht tons of rock into this area each <br />year. DeBace was concerned that blacktop would seal the soils that may <br />result in problems when the moisture is sealed in. <br />Morelan pointed out that the area would be designated for automobile <br />parking, therefore, would not have to bear a great deal of weight. DeBace <br />indicated that his tenant cioes have a semi deliver to the site on occasion. <br />Council discussed the number of parking spaces that are required for the <br />site. DeBace pointed out tl~at three of the parking spaces at the front of the <br />building are enclosed within the outdoor stora~;e area. Therefore, they are <br />not considered as a part of the required parkin~. <br />The Zoning Administrator reported that the tenant in the front parks <br />company trucks on these three fenced-in parking space for security <br />reasons. Therefore, these spaces are being used for the storage of <br />company trucks and are not considered part of the required parking. <br />Fahey suggested that perhaps the City Engineer should be asked to look at <br />the soil conditions and determine whether the soils could support paved <br />parking. Fahey pointed outthatthe ordinance saysthatrequired parking <br />must be paved. However, if there is a problem with the soils, perhaps that <br />should be considered before the Council makes a decision. <br />DeBace pointed out that he has paved his parking in the front of the <br />building, but would like to use crushed concrete or limestone for the back. <br />LaValle indicated that crushed concrete or limestone would be fine for the <br />storage area. However, the Code says that the required parkin~; for both <br />tenants must be paved. <br />15 <br />
