MINUTES <br />CITY COUNCIL <br />JUNE 22, 1999 <br />Morelan questioned whether it made sense to require parking areas in the <br />back of the building to be paved. Scalze pointed out that there are a lot of <br />buildings in the City with parking in the back that was required to be <br />paved. <br />Fahey pointed out that the DeBace property is adjacent to the freeway, <br />therefore, there is no concern with it abutting another property or the lack <br />of pavin~; causing a dust problem. <br />Scalze pointed out the ordinance requirement for paving, and felt that to <br />not enforce this requirement would be a drastic deviation from the Code. <br />Pedersen suggested that perhaps the requirement should be different for an <br />Industrial area versus Business area. <br />Fahey pointed out that the Code gives the Council the discretion to require <br />concrete, blacktop, or other material. Morelan noted that this provision <br />pertained to outdoor storage areas and notrequired parking. <br />Fahey su~gested that the matter be tabled for two weeks until the City <br />Engineer can look at the soil conditions of the property. DeBace indicated <br />that the soils will support blacktop given the tons of rock he has dumped <br />into the area. <br />Fahey stated that then the issue is whether or not to require the rear <br />parking area to be paved. <br />The City Planner pointed out that one advanta~e to paving is that the <br />parking spaces can be striped. Without the striping there is the tendency <br />to park in a manner which uses up more spaces than necessary. Paving <br />and stripin~; organizes the property. <br />Morelan indicated that he could think of properties that have required <br />parking being used for the storage of trucks. Morelan did not feel that <br />requiring the paving would result in the preservation of required parking <br />areas. <br />The Council again discussed the fact that the three parking spaces in the <br />front of the building are considered as stora~e because they are within the <br />fence and because they are bein~ used to park company trucks. The <br />Planner indicated that that was not an uncommon ordinance provision. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />16 <br />
