MINUTES <br />CITY COUNCIL <br />JUNE 22, 1999 <br />The Public Works Director replied that the blacktop is not wide enough. <br />While the depth of a couple of cars works at the intersection, Country <br />Drive narrows down at the point of Grumpy's driveway. <br />Elaine Zoch asked about the wall that is being proposed on the west side <br />of the office building property. Dick Bia~;ini reported that he had first <br />proposed a fence to screen the propeRy on Condit. Then he considered a <br />landscape screen. However, there were concerns with parking and the <br />headlights from vehicles shining toward the west. As a result, he is now <br />proposing a 32-inch keystone retaining wall between the parking area and <br />the Condit property. After the wall, the remaining property and boulevard <br />area will be sloped toward Condit. <br />Morelan asked how this wil] be accomplished without using the road <br />easement area. Biagini replied that the wall will be approximately 26 feet <br />back from the centerline of Condit. There will be approximately 10 feet of <br />landscaped area fi om the wall to the west, and 4 to 5 feet of right-of-way. <br />Bougie expressed confusion because the plan has been changed many <br />times. Bougie was not sure whether a berm or the sloped area now being <br />proposed would be best. <br />Biagini reported that he cannot install a 10-foot high berm, He is <br />proposing the landscaped area for screening. <br />Fahey indicated thaC the retaining wall with the landscaped area appears to <br />be an improvement from what was originally proposed. <br />Bougie was concerned that the adjacent propeRy owners may not like the <br />way the project looks, and indicated that they did not want to have future <br />problems. <br />Morelan pointed out that this is at the point of Preliminary Plat and that <br />the developer has to come back for Final Plat approval. Prior to Final Plat <br />more details of the development will be ironed out. <br />The Administrator sug~ested that as more detailed plans become available, <br />the developer will make these available to the neighborhood. <br />Bou~ie expressed concern about drainage. Fahey pointed out that the City <br />En~ineer will be reviewing drainage plans for this development. <br />Morelan asked if parking requirements are bein~ met for the building. <br />The City Planner reported that parking for the second building will need to <br />be reviewed at the time a PUD Permit is requested for that building.
