MINUT~S CITY COUNCIL JULY 14, 1999 The foregoing resolution was duly seconded by Fahey. Ayes (5) LaValle, Pahey, Morelan, Pedersen, Scalze. Nays (0). Resolution declared adopted. CUP - Mayor Fahey opened the public hearing to consider the Conditional Use 3176 SPRUCE Permit for open and outdoor storage of equipment, materials, and car STREET - stora~e (including car body components and various auto parts) as an DON VALENTO accessory use 1t 3176 Spruce Street owned by Don V1lento. The Planning Commission recommended approval subject to compliance with the recommendations of the Zoning Administrator as contained in her report dated 7une 28, 1999. Don Valento reported on the nature of the business at 3176 Spruce Street that rebuilds a~~d recycles damaged vehicles. Valento reported that clips of cars are needed to mal<e major repairs on severely damaged vehicles. These clips are very valuable, often large with excess parts. The excess parts are saved and used in other repairs. Valento reported that the business will not work if it is limited to havin~ a maximum of six clips of cars on the site as recommended by the Zoning Administrator. Valento reported that they are in the process of cleaning up the property. They are removing approximately four inches of black dirt and clearing the yard uf weeds. Rock will then be put down as a surface materials for the outdoor storage y1rd. 7unk vehicles and parts are also being removed. Valento reponed that it is their intention to keep the property orderly in the fut~ire. Valento again indicated that Steve Carlson, owner of Benchmark Auto, needs to be able to store clips of cars on the property, otherwise his business will not work on this site. Valento reported that Benchmark Auto has been in business in this location for approximately 18 years, and he would like to retain them as a tenant on the propeity. Valento feh that the requirement of 25 parking spaces for this property was excessive, and pointed out thlt there are five employees for the businesses operatin~ from the site. Valento suggested that the original site plln showed 14 to 15 parking spaces. Valento did note that the building that was constructed on the site differs from the site plan submitted by Art Ryan and approved by the Council. Fahey suggested that he would also lil<e to see the plrking requirements for this propeity as existed at Yhe time it was developed. Fahey felt there should be some rational basis for increasing parking requirements dramatical ly. 10
