MINUTES
CITY COUNCIL
JiTLY 28, 1999
Precision Tree property. This wording change does not relieve the
developer of his obli~ation to perform under TIF.
Revisions were also made to the assessment agreement. The
Administrator reported that these revisions were made at the request of the
County. Finally, a clause was added requiring payment of taxes due in
1999 by the City, with the developer to pay ta~ces due in 2000 on Phase I
and taxes due on Phase II based on the date of transfer of the property.
Morelan asked if the Fasciana house would be sold rather than
demolished.
Dick Biagini reported that he had Semple Movers look at the house. They
indicated that they are not interested in purchasing it given the house is
out-dated and would require substantial repairs. They also felt that given
architectural requirements of surrounding cities, it would be difficult to
find a neighborhood to move the house to. Mr. Semple wasn't interested
in moving the house himself even if he was given the building. However,
Semple agreed to move the house off it foundation to another location on
the site that wouid not interfere with construction of Phase I. This would
give the City the opportunity to try and find someone interested in the
house. Biagini pointed out that he anticipates beginning construction on
Phase I by August 15`~.
Councii pointed out the difficulty it has had in the past to find buyers for
houses that needed to be moved. Staff was instructed to proceed with
demolition if it is not possible to find a party interested in taking the
house.
Mr. LaValle introduced the following resolution and moved its adoption:
RESOL UTION NO. 99-7-194 - APPROVING THE DEVELOPMENT
AGREEMENT WITH MR DICK BIAGINI AS MODIFIED BY THE
CITYADMINISTRATOR AND AUTHORIZING THE MAYOR AND
CITYADMINISTRATOR TO EXECUTE THE DEVELOPMENT
AGREEMENT ON BEHALF OF THE CITY
The foregoing resolution was duly seconded by Scalze.
Ayes (5) LaValle, Scalze, Morelan, Pedersen, Fahey.
Nays (0).
