The only certainty in this <br />analysis is change; and, therefore, this recommendation will need to be applied <br />in a fluid manner to ensure the City maximizes benefits to its stakeholders. <br />Duray concluded by thankin~ the Council for establishing the Committee for <br />their continued and proactive commitment to involve taxpayers in the <br />governmental decision-making process. He encouraged other citizens to <br />become involved. Duray also acknowledged the assistance provided by the City <br />Administrator and Accountant. <br />There was no one from the general public wishing to comment on this matter. <br />Upon motion by LaValle, seconded by Morelan, the public hearin~ was closed. <br />LaVaile asked whether the City was locked into the recommendation of the Debt <br />Levy Reduction Committee on a long-term basis should that recommendation be <br />adopted this evening. The City Administrator pointed out that the present <br />Council couldn't bind future Councils. The Administrator also pointed out that <br />the Committee is aware that as conditions change, the City may need to consider <br />amendments to their recommendation as provided for in the postscript to the <br />DLRC's report. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RE.SOI,UTIONNO. 99-8-200 -ADOPTING THE RECOMMENDATION OF <br />THE DEI3T LEVY RED UCTION COMMITTEE AS PRESENTED IN <br />THEIR REPORT DATED JIINE 22, 1999 <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) LaValle, Fahey, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />Morelan acknowled~ed the excellent job the Committee did and indicated that <br />the three areas of need identified by the Committee are the three key areas that <br />require focus. Morelan felt their recommendation adequately addresses all three <br />of these areas and was a sound one. <br />Pedersen thanked the City Administrator for his recommendation to form a <br />Committee to study the debt levy reduction issue. <br />Fahey also thanked the Committee and noted that as a result of their <br />recommendation, the City will have a tax rate that is below the surrounding <br />communities. <br />
