MINUTES <br />CITY COUNCIL <br />AUGUST 25, 1999 <br />PRELIMINARY <br />PLAT & <br />DEVELOPMENT <br />STAGE PUD <br />Upon motion by Morelan, seconded by LaValle, the public hearing was <br />closed. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOl, UTION NO. 99-8-214 - APPROVING THE VACATION OF <br />DRAINAGE AND UTII.ITY EASEMENT AS REQUESTED BY <br />BRENDA GRUSSING FOR PROPERTYI,OCATED AT 3087 <br />STONERIDGE COIJRT 73ASED ON THE RECOMMENDATION OF <br />THE PUI3LIC WORK.S DIRECTOR <br />The fore~oin~ resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Scalze, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />Mayor Fahey opened the continuation of public hearing to consider the <br />Preliminary Plat and Development Stage PUD for Blackturn Office Park <br />as submitted by DaVern Construction. <br />The City Planner noted that the applicant has reduced the number of units <br />from 18 to 17. Parking has also been added to the site and complies with <br />the Planner's recommendation. The Planner pointed out that the buildings <br />now comply with the Shoreland Ordinance's setback requirements. <br />Scalze pointed out the issue of the visibility fi•om Rice Street noting that at <br />the south end of the property Rice Street is at a 906 elevation while the <br />first floor of the adjacent townoffice is at 908. On the north end, the <br />elevation ofRice Street is at 918 while the first floor ofthe adjacent <br />townoffice is at 908. Scalze indicated that the City did not want to see the <br />roof of buildings when looking at the site from Rice Street. <br />The City Planner indicated that the applicant feels he designed a building <br />that is attractive and that a view of the roof will not be a negative. <br />Therefore, they have chosen to carry forward their original plan. <br />Scalze asked if there will be a berm alon~ the street because of the ten-foot <br />drop in elevation. The Planner indicated that there will be a slope from <br />Rice Street down to the parking lot as well as a slope in the parking lot <br />itself. <br />The City Administrator indicated that the developer's concern is that <br />raising the elevation of the site would require a significant amount of fill. <br />He pointed out that the developer is already having trouble balancin~ the <br />
