MINUTES <br />CITY COUNCIL <br />AUGUST 25, 1999 <br />site. The developer also feels he can screen the most northerly building so <br />that someone on Rice Street would not be looking at rooflines. <br />Fahey suggested that screening from Rice Street would be addressed in the <br />landscape plan and the architectural review as part of the final PUD stage <br />approval. David Ficek, DaVern Construction, replied that that is correct. <br />The City Administrator reported that the developer is working to address <br />the issues raised by the City Engineer. There is also an issue in that the <br />Watershed is requiring a 75 foot no disturb zone from the pond. However, <br />the size of that zone could be modified if there are mitigating factors. The <br />Administrator pointed out that whatever approvals the City grants will be <br />subject to Watershed approval as well. <br />The Administrator pointed out that the grading and site plan will have to <br />meet the approval of the Watershed, utilities will have to meet approval of <br />the Public Works Director and the City Engineer, and the developer will <br />be required to run sanitary sewer service to the south for potential future <br />development. <br />Morelan asked if a gable roof was being proposed for these units. Ficek <br />showed ihe Council pictures of the roof style he is proposing. The units <br />will have wood trusses and a residential-style construction. It was also <br />noted that the units will be individually sold and owner-occupied. Three <br />have already been sold and another three should be sold by the end of the <br />week. <br />There was no one from the public present wishing to comment on this <br />matter. <br />Upon motion by LaValle, seconded by Fahey, the public hearing was <br />closed. <br />Morelan asked if it were reasonably possible to do anythin~ different with <br />the roofline for the townoff"ices. The City planner pointed out that the <br />units are rambler-style with on-grade parking consuming most of the land. <br />This is a diff"icult site to work with for this style of developme~tt. A multi- <br />story building would result in a smaller footprint for the building, but the <br />parking requirements would take up much of the site. <br />Morelan suggested that another option would be to eliminate units and <br />make the development less dense. <br />The Planner again indicated that this is a difficult site to work with given <br />the grades of the property and the lack of depth between Rice Street and <br />
