MINUTES <br />CITY COUNCIL <br />SEPTEMBER 8, 1999 <br />once an alarm is activated, the Sheriff"s Department must respond. <br />Lucas again indicated that he did not feel the Sheriff's Department <br />handled the two burglaries of his home appropriately. He felt he was <br />forced to install the security system to protect his property. <br />The City Administrator reported that he has discussed the situation with <br />the security company. They acknowledged that the false alarms were the <br />result of equipment failure, but indicated that they do not reimburse for <br />false alarm fees. <br />Scalze pointed out that other property owners have paid these fees, and <br />noted that the City has not deviated from the ordinance for other property <br />owners. Scalze felt that reimbursement should come from the security <br />company. <br />Morelan pointed out that the false alarm fee is meant to cover the cost <br />associated with the Sheriff's Department having to respond to the alarm. <br />Morelan noted that the Sheriff's contract with the City is based in part on <br />the number of calls generated each year. <br />Fahey noted that the first two false alarms do not generate a fee and are an <br />opportunity for the homeowner to get the problem resolved. The Lucas' <br />had three false alarms. He also noted that both the Fire Department and <br />Sheriff"s Department spend considerable time and effort respondin~ to <br />calls. Fahey felt that resolution of the matter was between Mr. and Mrs. <br />Lucas and the security company.
